Accounting Standards Developments in the Secondary Market (2009-04-21)

The Financial Accounting Standards Board (FASB) is considering amendments to FAS 140 and FIN 46(R) that dramatically would change the accounting for loan securitizations. The amendments to FAS 140 would eliminate the accounting concept of Qualified Special Purpose Entity, making it more difficult for sponsors of MBSs to attain "sale" accounting treatment. Further, proposed changes to FIN 46(R) would force many MBS sponsors or servicers to consolidate MBS assets and liabilities. Recent Treasury loan modification guidelines may trigger troubled debt restructuring charge off. The update also includes the latest on fair value accounting issues.
