Paul Richman is Vice President of State Government Affairs at the Mortgage Bankers Association (MBA). He is responsible for overseeing and coordinating MBA's state government affairs program. He serves as the principal staff representative to MBA's State Legislative and Regulatory Committee and manages MBA's State Advocacy Fund. Richman is also responsible for directing MBA's state and local advocacy and issue campaigns, coordinating MBA's policy development process as it relates to state and local legislative and regulatory issues and overseeing MBA's outreach and liaison to organizations of state and local elected officials and regulators.

Richman has played a strong role in MBA’s state and local advocacy efforts regarding predatory lending, licensing and fraud. He worked with the U.S. Conference of Mayors on policy resolutions regarding the Federal Housing Administration (FHA), predatory lending and reform of government-sponsored entities (GSEs) and worked with the Democratic Governors Association to include a panel discussion on housing issues at its leadership retreat.

Prior to joining MBA, Richman served in several positions with the Clinton-Gore administration. He served in the White House in the Office of the Vice President as Director of Communications for the President's Community Empowerment Board. In addition, Richman served as Chief of Staff of the Secretary of Labor's policy office during the terms of Labor Secretaries Robert B. Reich and Alexis M. Herman.

Prior to his federal government service, Mr. Richman served in several senior policy-making positions in the administration of the former Governor of New York, Mario M. Cuomo. He served as the Special Counsel to the Director of Economic Development and Deputy Commissioner for Intergovernmental Coordination of the New York State Department of Economic Development. He was responsible for coordinating the development of the Governor's economic development legislative agenda, budget and the daily policy and operational issues of all New York State's economic development departments, agencies and public authorities, and the New York State Banking Department. While serving in this position, Mr. Richman was responsible for the passage of eight major pieces of legislation that were designed to help improve the climate for businesses and create jobs in New York State.

Richman earned his bachelor's degree, cum laude, from Brooklyn College, City University of New York, and his law degree from the Benjamin N. Cardozo School of Law, Yeshiva University.
